Pure function lookup on envelope hints, no I/O, no LLM. Routes channel webhooks to their bound platform, chat messages to their room, scheduled deliveries to their target. Handles ~80–90% of all envelopes.
Runs after Tier 1 for proactive envelopes (PROACTIVE, AUTONOMY). Calls can_deliver_insight(); the verdict can downgrade the action to ScheduleFor (quiet hours) or Suppress (cap exceeded). Reactive envelopes bypass entirely — the user asked, we answer.
Fires only when Tier 1 can't resolve. Asks the user's default internal model to pick a destination, with a 50-call/user/day budget, 10-minute content-hash cache, and 3s timeout. Confidence floor 0.3; below that, Tier 4 takes over.
When Tier 3 times out, hits its budget, or returns low confidence. Urgency ≥ 0.7 → ScheduleFor(now + 1h). Otherwise → DeliverAsInsight to the global tray at low priority. Every fallback decision is logged.
